On Windows XP and Vista Starter Edition a version of the OS mainly sold to developing countries, you could only run three programs at a time, but on Windows 7 Microsoft has removed that limit for the Starter Edition.
Microsoft confirmed the removal of the limit today in a blog posting on the Windows Team Blog.
Windows 7 Starter Edition again will only be available in developing countries.
